The central issue is the distinction between Form 6 itself and the separate declaration introduced alongside it during the Bihar SIR process. The Election Commission maintains that the statutory form was not modified, while the Supreme Court's proceedings have kept attention on the legal and procedural aspects of the electoral-roll revision. For voters and political parties, the larger issue is transparency in the preparation and revision of electoral rolls. Clear documentation of the legal basis, supporting declarations and procedures followed during SIR will remain important for public understanding of the process.

Congress’s campaign shifts its SIR criticism from political statements to booth-level mobilisation, with the party planning to identify affected voters and assist eligible people with re-enrolment. The use of “vote rakshaks” and household outreach indicates an effort to turn the electoral-roll dispute into a grassroots campaign. The controversy remains politically contested: Congress alleges large-scale voter deletions and demands accountability from the Election Commission, while the poll panel maintains that the SIR process follows the applicable legal and statutory framework. The scale and organisation of the campaign could keep electoral-roll transparency and voter registration at the centre of the Opposition’s political agenda.

Hundreds of protesters were detained in Delhi during demonstrations demanding action against CEC Gyanesh Kumar over concerns surrounding the Special Intensive Revision of electoral rolls. AISA, opposition parties and civil society groups joined the protests, while the Election Commission maintains that voter-list revision is part of its statutory responsibilities.

Paresh Salgaoncar and five family members were removed from Goa's electoral roll after their Form 8 applications for an address change could not be processed during the SIR exercise. Salgaoncar refused to submit Form 6 because he was already a voter and said doing so would require an inaccurate declaration.
