Goa CM Pramod Sawant Welcomes GST Reforms to Ease Taxpayer Challenges

Goa Chief Minister Pramod Sawant has welcomed the recommendations made at the 57th meeting of the Goods and Services Tax (GST) Council, saying the proposed measures could help address challenges faced by taxpayers.
According to a report published by The Times of India on October 9, 2026, the meeting focused on procedural reforms relating to GST registration, return filing, refunds and the adjudication and appeals process.
Sawant attended the meeting in New Delhi, which was chaired by Union Finance and Corporate Affairs Minister Nirmala Sitharaman at Bharat Mandapam.
Proposed Cap on Appeal-Related Pre-Deposits
One of the key recommendations concerns amendments to the Central Goods and Services Tax Act, 2017, to introduce an upper limit of ₹40 crore on the pre-deposit required in specified appeals involving only a penalty and no tax demand.
The proposed cap comprises ₹20 crore under the CGST component and ₹20 crore under the SGST or UTGST component, as described in the report.
A pre-deposit is an amount that may have to be paid before a taxpayer can pursue certain appeals. Limiting the amount in qualifying cases could reduce the financial burden on businesses and individuals seeking to challenge penalty-only orders.
The recommendation is intended to make appellate remedies more accessible. Its implementation depends on the applicable legislative and procedural steps.

The participating chief ministers included representatives from Delhi, Goa, Haryana, Jammu and Kashmir, Karnataka, Kerala, Maharashtra and Meghalaya.
The GST Council provides a forum for the Union and state governments to discuss indirect-tax policy and recommend changes to the GST framework.
