ECI's ECINET Review: New Voter-Service Measures and Electoral Roll Procedures Explained

ECI Announces Measures on ECINET and Electoral Rolls
The Election Commission of India (ECI) announced a series of decisions on 26 September 2026 concerning electoral-roll administration, digital services and assistance for voters during the ongoing Special Intensive Revision (SIR).
The official announcement covers document collection in specified cases, arrangements for hearings, help desks for vulnerable citizens and a committee to review the ECINET digital system.
What Is ECINET?
ECINET is the Election Commission's digital platform for bringing together election-related services and information.
The ECI's citizen-services portal provides access to voter registration, electoral-roll searches, application tracking and other registration-related services.
For eligible citizens seeking first-time registration, Form 6 is the prescribed application for registration as a general elector. Applicants should follow the applicable eligibility requirements and provide accurate information.
Document Collection and Hearings During SIR
The September 26 announcement addresses specified cases in which people have received notices during the ongoing SIR because they are unmapped or have logical discrepancies.
According to the ECI, Booth Level Officers will visit the relevant individuals' homes to collect documents and upload them to ECINET for consideration by the Electoral Registration Officer.
The statement says that these individuals need not routinely be called to the Electoral Registration Officer or Assistant Electoral Registration Officer's office for a hearing.
What the ECI Said About Form 6
Form 6 is the prescribed application for registration as a general elector.
The September 26 announcement refers to the declaration attached to Form 6 in the context of the ongoing SIR and says that it has been upheld by the Supreme Court. The release also states that, outside the SIR period, forms prescribed under the Registration of Electors Rules, 1960, will be used.
Committee to Review ECINET
The ECI announced that a committee headed by a Senior Deputy Election Commissioner and including an independent expert from an Indian Institute of Technology or Indian Institute of Information Technology would review ECINET.
The ECI also said that field officers have role-based access to the system according to their statutory powers. It referred to improvements made to the portal based on inputs from state Chief Electoral Officers.
Delhi Deadline Extension
The same press release recorded an extension of the claims-and-objections period in Delhi until 30 October 2026, following a request from the Chief Electoral Officer, Delhi.
This extension was specific to Delhi and should not be presented as a nationwide deadline.
Citizens in other states should consult their own election authorities for the applicable schedule.
Conclusion
The ECI's September 26 announcement outlines measures concerning ECINET, document verification, hearings and voter assistance during the ongoing SIR.
