Lucknow, September 23, 2026: Political activity in Uttar Pradesh has intensified ahead of the October 16, 2026 Rajya Sabha elections, with 10 seats from the state going to the polls. The contest comes months before the 2027 Uttar Pradesh Assembly election and is bringing the Assembly arithmetic, alliance equations and parliamentary representation of the BJP, Samajwadi Party and BSP into focus.
The Election Commission has scheduled voting for October 16, with nominations beginning on September 29. The last date for filing nominations is October 6, scrutiny will take place on October 7 and candidates can withdraw their nominations until October 9. Counting will take place on October 16 if polling is required.
Ten Rajya Sabha Seats From Uttar Pradesh
Of the 10 Rajya Sabha seats from Uttar Pradesh, eight are currently held by BJP members, one by the and one by the . Nine seats are becoming vacant as the current members' terms end on November 25, while one seat became vacant after BJP leader Dinesh Sharma resigned on September 11 following his appointment as Lieutenant Governor of the Andaman and Nicobar Islands.
Maharashtra's decision to declare 265 talukas drought-affected has triggered questions from both ruling alliance leaders and the Opposition. While some areas represented by Mahayuti leaders have been excluded, the MVA has questioned the transparency of the assessment process.
The outgoing BJP members include Hardeep Singh Puri, Arun Singh, Geeta Shakya, Neeraj Shekhar, Brij Lal, B L Verma, Seema Dwivedi and Dinesh Sharma. The SP's Ram Gopal Yadav and BSP's Ramji Gautam are also among the members whose terms are ending.
BJP-Led Alliance Has Eight-Seat Projection
The current Assembly numbers give the BJP-led alliance a substantial advantage in the Rajya Sabha contest.
According to the Indian Express analysis, the BJP has 256 MLAs, while the BJP and its allies together have 292 MLAs. With the support of two Jansatta Dal (Loktantrik) MLAs, the NDA bloc has 294 MLAs. The SP has 101 MLAs and Congress has two, taking the SP-Congress bloc to 103.
On the basis of this arithmetic, the BJP-led alliance can secure eight of the 10 seats, while the SP-Congress bloc can secure two seats. However, cross-voting and abstentions could affect the final result.
The BSP currently has no MLA in the Uttar Pradesh Assembly, while its lone Rajya Sabha member Ramji Gautam is completing his term. Under the present Assembly arithmetic, the BJP-led alliance is projected to take eight seats and the SP-Congress bloc two.
If the BJP-led alliance decides to facilitate the election of a BSP candidate, it would have to accommodate that candidate within its projected share of seats. This is why the BSP's Rajya Sabha position has become an issue in the political discussions surrounding the election.
Recent reporting also says that the BSP would lose its Rajya Sabha representation after Ramji Gautam's term ends unless it secures support in the new election.
Cross-Voting Could Become an Important Factor
Although the current numbers provide a clear picture of the projected seat distribution, the final result will depend on how MLAs vote.
Cross-voting played a role in the 2024 Uttar Pradesh Rajya Sabha election, when BJP candidates benefited from votes from some SP MLAs. The possibility of cross-voting and abstentions is therefore being watched as parties prepare for the October contest.
The parties will also have to manage their legislators and candidates carefully as the 2027 Assembly election approaches.
SP-Congress Bloc Seeks Two Seats
The Samajwadi Party has 101 MLAs, while Congress has two. Together, the two parties (opens in a new tab) have 103 MLAs, giving the bloc the numbers to seek two Rajya Sabha seats under the current calculation.
The Rajya Sabha contest is taking place alongside wider political discussions between the SP and Congress over their preparations for the 2027 Uttar Pradesh Assembly election.
For the SP, the contest will also be important in maintaining its representation in the Upper House while it prepares for the larger Assembly election.
Key BJP Leaders Among Outgoing MPs
Several prominent BJP leaders are completing their current Rajya Sabha terms.
Hardeep Singh Puri, a Union minister and former diplomat, is among the outgoing members. Arun Singh, a former BJP national general secretary, is also completing his term.
Other outgoing BJP members include Geeta Shakya, Neeraj Shekhar, Brij Lal, B L Verma and Seema Dwivedi. Dinesh Sharma's seat became vacant earlier in September after his appointment as Lieutenant Governor of the Andaman and Nicobar Islands.
Ram Gopal Yadav and Ramji Gautam
The SP's Ram Gopal Yadav, a senior party leader and five-time Rajya Sabha member, is also among those whose terms are ending.
For the BSP, Ramji Gautam is currently the party's lone Rajya Sabha representative. The BSP's lack of representation in the Uttar Pradesh Assembly makes retaining the seat particularly dependent on support from other parties.
Rajya Sabha Election Comes Before MLC Polls
The Rajya Sabha election is not the only important electoral exercise scheduled in Uttar Pradesh before the 2027 Assembly election.
Elections to 11 Uttar Pradesh Legislative Council seats from the Graduates' and Teachers' constituencies are scheduled for October 23, 2026, one week after the Rajya Sabha polling. The MLC contest will provide another test of the parties' organisational strength and political coordination.
The 100-member Legislative Council currently has 10 SP members, making the upcoming MLC election relevant to the party's position in the state legislature as well.
Why the Rajya Sabha Contest Matters Ahead of 2027
The October Rajya Sabha election is a separate contest from the Uttar Pradesh Assembly election, but it comes at an important time in the state's political calendar.
The election will bring attention to:
BJP and NDA Assembly arithmetic.
SP-Congress coordination.
BSP's parliamentary representation.
Candidate selection by major parties.
Possible cross-voting or abstentions.
Political negotiations ahead of the 2027 Assembly election.
The organisational strength of different parties.
The results should be viewed specifically in the context of the Rajya Sabha election rather than as a direct measure of the likely outcome of the 2027 Assembly election.
Uttar Pradesh Politics Moves Toward 2027
With the Rajya Sabha election scheduled for October 16 and the MLC election following on October 23, Uttar Pradesh is entering a period of increased political activity ahead of the 2027 Assembly election.
The BJP-led alliance's projected eight seats, the SP-Congress bloc's projected two seats and the BSP's uncertain parliamentary future are likely to remain central topics as parties finalise candidates and voting strategies.
The next major developments will include candidate announcements, nomination filings, possible alliance discussions and the final voting arithmetic before polling.
“The Rajya Sabha contest brings Political Parties and their Assembly strength into focus ahead of the 2027 Elections. The BSP's parliamentary representation and SP-Congress coordination are important issues in Uttar Pradesh Politics, alongside wider Governance discussions. The Rajya Sabha election is separate from the Assembly polls, while its political developments will be closely followed by parties preparing for the Lok Sabha and state-level political contests.”
The INDIA bloc has announced a nationwide campaign over concerns related to the Election Commission and electoral processes. The Opposition plans protests, a march to the Election Commission headquarters, and a legal challenge to provisions of the Chief Election Commissioner Act, 2023.
Discussions between Chief Minister C. Joseph Vijay's Tamilaga Vettri Kazhagam (TVK) and the Pattali Makkal Katchi (PMK) have intensified, with reports suggesting alliance talks and possible Cabinet representation. However, no official announcement has been made by either party.
With the Uttar Pradesh Assembly election approaching in 2027, the Samajwadi Party and Congress are working to strengthen their alliance after their improved performance in the 2024 Lok Sabha elections. Political observers believe the opposition has an important opportunity, but unity and effective seat-sharing will be crucial.
