Uttar Pradesh Politics Moves to the Ground Level
The preparations for the 2027 Uttar Pradesh Assembly election are increasingly moving beyond rallies and major political speeches (opens in a new tab) to constituency and booth-level organisation.
The BJP is reviewing its grassroots network following the 2024 Lok Sabha election, while the Samajwadi Party is seeking to expand its booth structure and voter outreach. Uttar Pradesh has 403 Assembly constituencies and 80 Lok Sabha constituencies, making booth-level organisation an important part of the parties' election preparations.
Maharashtra's decision to declare 265 talukas drought-affected has triggered questions from both ruling alliance leaders and the Opposition. While some areas represented by Mahayuti leaders have been excluded, the MVA has questioned the transparency of the assessment process.
The two parties are using different organisational initiatives as they prepare for the next Assembly contest.
BJP Reviews Booth-Level Performance After 2024
The BJP's current organisational exercise follows its changed performance between the 2022 Assembly election and the 2024 Lok Sabha election.
In the 2022 Uttar Pradesh Assembly election (opens in a new tab), the BJP won 255 seats, while the Samajwadi Party won 111 seats. In the 2024 Lok Sabha election, the BJP won 33 of Uttar Pradesh's 80 seats, while the SP won 37 and the Congress won six.
According to BJP sources cited by The New Indian Express, the party's internal assessment identified around 18,900 polling booths that it had won in the 2022 Assembly election but where its position changed in the 2024 Lok Sabha election.
The same assessment indicated that nearly 80% of these booths were in rural areas, with Awadh and Purvanchal accounting for a substantial share of the changes. These figures come from the BJP's internal assessment and should therefore be treated as party-reported analysis rather than an independent election audit.
Senior BJP Leaders Hold Organisational Meetings
BJP national general secretary (organisation) B.L. Santosh and Uttar Pradesh in-charge Vinod Tawde have been involved in meetings with MPs, MLAs, district-level office-bearers and grassroots workers.
The discussions have focused on constituency-level weaknesses, coordination between the government and party organisation, and areas where the BJP faced setbacks or close contests. Tawde's September meetings included eastern Uttar Pradesh, with party leaders reviewing areas such as Azamgarh, Mau and Basti.
The BJP has also been paying attention to western Uttar Pradesh. BJP national president Nitin Nabin visited Meerut and Saharanpur as part of organisational preparations, meeting party workers and office-bearers. Western Uttar Pradesh has 71 Assembly constituencies, making the region an important part of the party's organisational planning.
BJP's Seva Sankalp Abhiyan
The BJP's organisational preparations are also connected with its Seva Sankalp Abhiyan, which began on September 17 and is scheduled to continue until October 17.
According to the party's stated plan, the campaign is intended to communicate the work of the Narendra Modi and Yogi Adityanath governments while also helping the organisation assess local sentiment and mobilise party workers.
The campaign therefore combines public communication with organisational activity at the constituency and grassroots levels.
Concerns About Booth-Level Organisation
The BJP's review has also included concerns about the activity of local workers.
A BJP state unit vice-president told The New Indian Express that inactivity among some booth-level workers and the absence of booth committee presidents from meetings had become a concern. According to the report, MLAs were asked to interact with booth committees and help reactivate the local organisation.
These comments represent concerns expressed within the BJP and are part of the party's own organisational review.
Samajwadi Party Expands Its Booth Network
The Samajwadi Party is conducting its own grassroots organisational exercise.
In August, the SP asked its booth-level agents to work towards adding at least five new voters at every booth, according to party sources. India Today reported that Uttar Pradesh has around 1.77 lakh polling booths, making the initiative a large-scale voter outreach exercise.
The SP has also been conducting internal surveys across all 403 Assembly constituencies, according to party sources cited by India Today. The surveys are intended to examine booth-level and social voting patterns and assist the party's organisational and candidate-related preparations.
The BJP has criticised the SP's five-voter initiative, saying its own booth-level organisational network is already extensive. That is a BJP political assessment rather than an independently verified measurement of organisational strength.
Youth Outreach Becomes Part of SP Strategy
The SP is also linking its booth-level preparations with youth outreach.
Its student wing, the SP Chhatra Sabha, launched a 15-day "Youth Jodo, Booth Mazboot Karo" campaign beginning at Lucknow University. The programme includes visits to universities and colleges, interaction with young people and collection of feedback for a youth-focused manifesto.
The initiative gives the party another organisational channel through which it can connect its booth structure with younger voters.
SP's PDA Outreach
The SP's booth preparations are taking place alongside its broader PDA political outreach.
PDA refers to Pichhda, Dalit and Alpsankhyak. The party has been using this formulation as part of its political messaging and has been preparing a statewide outreach campaign.
Akhilesh Yadav's planned PDA Rath campaign is another component of this strategy, taking the party's message beyond organisational meetings and into different parts of the state. Moneycontrol reported that the campaign was being prepared as a statewide outreach exercise in September.
The booth campaign and Rath campaign therefore represent two different levels of the SP's preparations: local organisational mobilisation and broader public outreach.
2022 Assembly and 2024 Lok Sabha Results
The contrast between the last two major elections is central to the parties' current organisational planning.
Election BJP Samajwadi Party Congress
2022 UP Assembly 255 seats 111 seats 2 seats
2024 Lok Sabha in UP 33 seats 37 seats 6 seats
The 2022 Assembly results provide the most recent state-election baseline, while the 2024 Lok Sabha results show a different distribution of seats across Uttar Pradesh.
The different results are one reason both parties are examining booth-level voting patterns and organisational performance ahead of the next Assembly election.
Close Margins Put Attention on Booth Management
The importance of local organisation is also illustrated by the margins recorded in the 2022 Assembly election.
An analysis reported by The New Indian Express found that 114 constituencies were decided by fewer than 10,000 votes. The BJP won 63 of those seats and the SP won 41. In 15 constituencies, the victory margin was below 1,000 votes, while 10 were decided by fewer than 500 votes.
These figures help explain why parties are paying attention to booth committees, voter-list verification, local workers and constituency-level voter contact well before polling.
Development and Governance Remain Part of BJP's Outreach
The BJP's organisational work is taking place alongside its efforts to highlight the record of the Yogi Adityanath government.
The party has discussed issues including development, roads, electricity, public facilities, industrial development, employment, law and order and women's safety as part of its campaign preparation.
Separately, Yogi Adityanath has undertaken development-project programmes across Uttar Pradesh. The New Indian Express reported that projects worth more than ₹38,000 crore were being highlighted across 115 Assembly constituencies.
These government projects and the BJP's organisational activity are being presented as connected elements of its preparations for the 2027 election (opens in a new tab)
SP Focuses on Voter Contact and Local Surveys
For the Samajwadi Party, the current organisational approach combines voter enrolment, booth-agent activity, youth outreach and internal surveys.
The five-new-voters initiative is intended to expand the party's local voter contact, while the surveys across all 403 constituencies are being used by the party to gather constituency-level information.
The SP is also seeking to build on its 2024 Lok Sabha performance while preparing for an Assembly election in which the organisational requirements are different from those of a parliamentary contest.
Booth-Level Politics Becomes an Early Election Theme
The BJP's booth review and the SP's voter-enrolment and youth campaigns show that the 2027 election preparations are already taking place at the grassroots level.
The BJP is examining where its electoral performance changed between 2022 and 2024 and is seeking feedback from local workers. The SP is expanding its booth network, conducting surveys and strengthening youth outreach.
At the same time, both parties (opens in a new tab) are developing wider campaign messages around governance, development, social representation and local issues.
Conclusion
Uttar Pradesh politics is entering an important organisational phase ahead of the 2027 Assembly election.
The BJP's current exercise includes a booth-by-booth review, meetings with local workers and the Seva Sankalp Abhiyan, while the Samajwadi Party is expanding voter outreach through its booth agents, youth programmes and internal surveys.
The contrasting results of the 2022 Assembly and 2024 Lok Sabha elections have provided the backdrop for these preparations. As the election approaches, constituency-level organisation, voter outreach, candidate selection, alliances and campaign issues will continue to develop across Uttar Pradesh.
“Uttar Pradesh politics is moving from broad campaign messaging to booth-level preparation ahead of the 2027 Assembly election. The BJP is reviewing its grassroots organisation after changes in its electoral performance between 2022 and 2024, while the Samajwadi Party is expanding booth outreach, voter enrolment and youth mobilisation.”
The INDIA bloc has announced a nationwide campaign over concerns related to the Election Commission and electoral processes. The Opposition plans protests, a march to the Election Commission headquarters, and a legal challenge to provisions of the Chief Election Commissioner Act, 2023.
Discussions between Chief Minister C. Joseph Vijay's Tamilaga Vettri Kazhagam (TVK) and the Pattali Makkal Katchi (PMK) have intensified, with reports suggesting alliance talks and possible Cabinet representation. However, no official announcement has been made by either party.
With the Uttar Pradesh Assembly election approaching in 2027, the Samajwadi Party and Congress are working to strengthen their alliance after their improved performance in the 2024 Lok Sabha elections. Political observers believe the opposition has an important opportunity, but unity and effective seat-sharing will be crucial.
