Jharkhand Signs Agreement for BharatNet Expansion
A major digital infrastructure initiative has been announced for Jharkhand with the signing of an agreement between the Digital Bharat Nidhi under the Department of Telecommunications, the Jharkhand government and other implementing agencies.
The Amended BharatNet Programme will receive ₹1,684 crore in financial support for its implementation in the state. The project is designed to strengthen broadband connectivity across rural and underserved areas of Jharkhand.
The agreement represents a significant Centre-state infrastructure initiative and could influence the delivery of digital public services across rural Jharkhand.
4,395 Gram Panchayats to Be Covered
Under the programme, a total of 4,395 Gram Panchayats will be covered.
Maharashtra's decision to declare 265 talukas drought-affected has triggered questions from both ruling alliance leaders and the Opposition. While some areas represented by Mahayuti leaders have been excluded, the MVA has questioned the transparency of the assessment process.
Of these, 4,387 existing Gram Panchayats will have their network infrastructure upgraded from a linear configuration to a ring topology. Eight newly created Gram Panchayats will also be included in the programme.
The network upgrade is intended to improve reliability and resilience. A stronger broadband network could help rural communities access government services, education, healthcare and digital financial services.
Connectivity Planned for 26,777 Villages
One of the most significant elements of the project is the plan to provide connectivity to 26,777 villages on demand.
The programme is expected to strengthen last-mile connectivity and help extend the benefits of broadband beyond Gram Panchayat headquarters. According to the Union government's announcement, more than four lakh rural homes are also expected to receive fibre connections with subsidy support.
For a state with large rural and remote areas, expanding reliable internet infrastructure could have implications for education, employment, entrepreneurship and access to government services.
Hemant Soren Government's Digital Infrastructure Agenda
The initiative comes under the broader governance agenda of Chief Minister Hemant Soren's government.
The Jharkhand Chief Minister's Office has recently highlighted reviews of infrastructure-related departments, including urban development, housing and road construction. The state government has also been working with the Centre on projects involving infrastructure and public service delivery.
The BharatNet project adds another major infrastructure component, this time focused on digital connectivity.
For the ruling Political Parties (opens in a new tab), successful implementation could provide a measurable example of how Centre-state cooperation can improve access to services in rural areas.
Digital Connectivity Could Transform Rural Services
Reliable internet connectivity has become increasingly important for everyday public services.
With stronger broadband infrastructure, residents in remote villages could gain easier access to online education, telemedicine, digital payments and e-governance services. The Union government has specifically identified these areas as expected benefits of the Jharkhand BharatNet programme.
The project could also support local businesses and entrepreneurs by giving rural communities better access to digital markets and online platforms.
However, physical network deployment is only one part of the challenge. Maintaining the infrastructure, ensuring reliable electricity and providing affordable last-mile services will also be important for achieving sustained connectivity.
Centre-State Cooperation Takes Centre Stage
The BharatNet agreement is significant from a federal governance perspective because it involves cooperation between the Union government and the Jharkhand administration.
The project will be implemented through Jharkhand Digital Infrastructure Corporation Limited, with participation from government and telecom agencies.
Such cooperation can become an important part of the state's Politics, particularly when governments seek to demonstrate how infrastructure investment translates into public benefits.
The effectiveness of the programme will ultimately depend on coordination between implementing agencies and the timely completion of network upgrades.
Implementation Will Be Closely Watched
The announcement provides Jharkhand with a substantial financial and infrastructure commitment, but implementation will determine its long-term impact.
The government will need to ensure that planned upgrades reach the targeted Gram Panchayats and that village-level connectivity becomes practically usable. Rural households will also be looking for improvements in internet reliability and access to digital services.
If implemented effectively, the project could reduce the digital divide between urban centres and remote parts of Jharkhand.
Jharkhand's Digital Future Gains Political Importance
The ₹1,684 crore BharatNet initiative gives the Hemant Soren government another major infrastructure programme to take forward.
With thousands of Gram Panchayats and villages included, the scale of the project is considerable. Its potential impact extends beyond internet access to education, healthcare, government services and rural economic activity.
For Jharkhand Politics (opens in a new tab), the programme also demonstrates how digital infrastructure is becoming an important part of modern governance.
The coming years will show whether the announced investment can translate into reliable connectivity for rural communities. If the project meets its targets, it could become an important example of digital infrastructure-led development in Jharkhand.
“Jharkhand is set to receive ₹1,684 crore in financial support for the Amended BharatNet Programme, with the project covering 4,395 Gram Panchayats and providing on-demand connectivity to 26,777 villages. The initiative is being implemented through cooperation between the Centre and the Hemant Soren-led Jharkhand government.”
The INDIA bloc has announced a nationwide campaign over concerns related to the Election Commission and electoral processes. The Opposition plans protests, a march to the Election Commission headquarters, and a legal challenge to provisions of the Chief Election Commissioner Act, 2023.
Discussions between Chief Minister C. Joseph Vijay's Tamilaga Vettri Kazhagam (TVK) and the Pattali Makkal Katchi (PMK) have intensified, with reports suggesting alliance talks and possible Cabinet representation. However, no official announcement has been made by either party.
With the Uttar Pradesh Assembly election approaching in 2027, the Samajwadi Party and Congress are working to strengthen their alliance after their improved performance in the 2024 Lok Sabha elections. Political observers believe the opposition has an important opportunity, but unity and effective seat-sharing will be crucial.
